Most are having better luck using spoons along the ledges close to drop offs. Let the spoon drop then bounce it along the bottom. Bass are feeding heavily on shad, so if you find them in action, topwater would work.
Fishing Tips for Saguaro Lake

A big bass lake Saguaro Lake is. But don't go thinking this is a one specie wonder lake. There are also good walleye, yellow bass, catfish, panfish, smallmouth bass, and carp. Fishing the weeds along the shoreline is a good way to catch lots of fish. Small coves are also good places to look at fishing. There are plenty of shore fishing spots but I would prefer to fish from a boat because you can fish anywhere then (deep water for example). Drop shots, jigs, crankbaits, spinners, and soft plastics colored like the main forage base (crayfish and shad) will work the best. From November through March when the trout are being stocked use big, trout colored swimbaits for the biggest bass in the lake. Spring is the best time to fish for catfish with live or dead shad. When fishing here pay close attention to the current. Almost all of the successful anglers here swear it's the key between an amazing or horrible day. Tight Lines!
